
New Financial Opportunities for New Jersey’s Cannabis Industry
On September 15, 2025, the New Jersey Economic Development Authority (NJEDA) announced a significant advancement for the state's burgeoning cannabis market—the launch of a $15 million pilot program to support recreational cannabis businesses. Known as the New Jersey Lending for Equity, Access, and Financing (NJ LEAF) Program, this initiative aims to fill crucial capital access gaps faced by cultivators, manufacturers, and testing labs across New Jersey.
The NJ LEAF Program offers low-cost financing options of up to $1.5 million for fixed assets and $500,000 for working capital. Such support opens doors for eligible businesses to invest in property, upgrade facilities, and cover essential operational expenses. This is not merely a financial measure; it is a strategic initiative designed to empower small businesses in a state that is passionately committed to equitable economic development.
Benefits Tailored for Small Businesses
Under Governor Phil Murphy's leadership, this program advances New Jersey's goal of fostering an equitable cannabis industry. Eligible businesses must be based in New Jersey, employ fewer than 250 full-time workers, and have annual revenues capped at $5 million. Notably, 5% of the funding is earmarked specifically for operations in Impact Zones—areas disproportionately affected by past cannabis prohibitions. Such targeted investment exemplifies New Jersey's dedication to balancing economic opportunities for all demographics and uplifting disadvantaged communities.
Building an Inclusive Marketplace
With additional backing from the $5 million Cannabis Business Development (CBD) Grant Program introduced earlier this year, the NJEDA is committed to making financial resources more accessible within the cannabis marketplace.
